I would like to express my interest in volunteering my time to assist with the upcoming COVID-19 Vaccination project. Given the magnitude and complexity of this unprecedented undertaking, and based on my 20+ years of experience with project and operation management, I can definitely appreciate the amount of effort and coordination it will require.
I understand that there is already a team in place to coordinate the effort, but resources are always an issue with any project, so here I am, happy to volunteer my time, knowledge, and expertise.
Here is a brief overview of my experience:
1998: I came to Canada with a Computer engineering degree and started my first job as a software engineer at Marsh Canada Limited.
1999- 2003: Was offered a full-time job and was promoted to Business Analyst. During my time as a BA, I was involved in numerous multi-million, international projects and was quickly promoted to Senior BA and subsequently to the team lead.
2003 – 2007: I have been promoted to a Project Management position and assumed responsibilities for running various IT projects from conception to delivery. My main responsibilities included: managing all stakeholders, developing and implementing project delivery milestones, identifying and managing project risks, managing resources (business, it, sponsors, etc), and managing all project-related communication.
2007 – 2013: I have accepted a job offer from Royal & Sun Alliance Insurance Company (RSA) and transitioned to the role of Senior Project Manager. During my 6 years at RSA, I have successfully managed multiple strategic and time-sensitive projects, was promoted to the Project Management Practice Lead and have successfully established Project Management Practice in the Business Intelligence department, including developing Master Plans for all in-flight projects, managing resources amongst competing projects, managing competing objectives and stakeholders expectations.
2013-now: Despite a very promising career at RSA, in January of 2013, I have decided to explore a path of a business owner and have acquired a music school located in Richmond Hill. Without any music background, it was proven to be one of the most challenging projects at the time. Within the first 6 months, we have moved from a small 2 rooms-on-the-second-floor space to a big, 6 rooms, corner unit down the street. The number of students has grown from 120 to 400 with the studio running at 90% capacity. We became very well known in the community, we won Richmond Hill Best Small Business Award in 2017 and have been steadily keeping our Top Three Rated ranking for the past 3 years.
March 2020: When COVID-19 hit us in March of 2020 and we were required to close our doors, I only had 1 week to realize that the lockdown will go beyond the original 2 weeks and I only had 3 weeks to:
1) come up with a plan to transition all lessons to the online format
2) figure out the equipment that will be required to maintain the quality of the sound
3) figure out how to amend the lesson structure for the group classes
4) conduct proof-of-concept
5) communicate the plan to the teachers
6) conduct teacher’s training and development guidelines
7) purchase all the necessary equipment which was a challenge on its own since nothing was available at the time
8) deliver the equipment to all teachers and help them to set up online studios at their homes
9) communicate the online approach to the clients
10) host information session to address clients’ concerns
11) Finally launch the online program for the entire school on April 4th, 2020
We managed to complete the school year with 99% of the clients remaining in the program and not dropping out, but this project was far away from being over. I called it a Phase 1 COVID adaptation.
The need for Phase 2 became obvious in late April. Once things have settled down with our quick switch to online program delivery, it was clear that a more robust solution must be in place for September. No one thought that the COVID situation will go beyond summer, but I could clearly see the risks with common cold and flu season and how that will impact clients’ willingness to come.
So I have decided to transform the school to support a hybrid model for lesson delivery, where students can attend in-person or join their respective classes online. This model would have allowed us to accommodate two distinct client groups: those that were comfortable to resume in-person lessons and those that preferred to stay on the side of caution.
My Phase 2 of COVID adaptation began in late April and by mid-May, I had a clear plan of WHAT needs to be done, but no clue on HOW to do it. Fast forward 3 months, in July of 2020 – the classroom optimizations were completed with all classrooms equipped with computers, 3 different cameras to provide different views to remote attendees, mixers, wireless microphones, and other equipment to run ZOOM lessons. All classrooms were equipped with sanitation stations, disinfecting guidelines, posters and signs. We were 100% ready to resume in September regardless of the format.
My ability to foresee the risks, properly assess its potential impact, and implement a contingency plan, has paid off. Our client retention rate is at 80% of pre-COVID numbers.
I have received numerous compliments from our clients for being pro-active, adaptive, and successfully managing the school through its most challenging times.
The reason for the above is not to put me in a spot-light and praise, but rather to give you an idea of my personality, my skills, my ability for critical thinking, ability to organize a team and manage customers’ expectations, provide clear and concise communication and manage all kinds of projects.
With school allowed to re-open, my admin staff is back and I am able and will be delighted to volunteer my time with assisting the region/province with the vaccine distribution project. I can volunteer between 20- 30 hours a week (more time can be attributed to critical phases).
I speak Russian, English, and Hebrew.

We have a fleet of five trucks and can deploy three full time and two part time to the support the efforts of mobile vaccinations. We can also run the trucks up to 24 hours a day as needed, based on coordinating drivers and immunizers.
Each of our trucks is new, is food grade and has four large fridges and one large freezer, and can hold many thousands of vaccines. We have four seats in each truck and can operate independently and can be deployed to hotspot locations, such as businesses, schools, apartment buildings and places of worship.

In order to analyze the immune response to vaccination using real world data, our system can provide an efficient and private approach to let the patients report their immune response after the vaccine is injected. We will have the mobile application developed and have the common responses listed with checkboxes. The people who would like to report their immune response can give their feedback easily. In this part, we need to conduct the research for the user-interface and user-experience design so the application should be customizable for different preferences. For the patients who do not want to use mobile applications, we also have the web version for this purpose. Patients after receiving the vaccine shot will be given the code to login the system online and set their passwords. The system can also have the emergency contact number for emergency help purposes. The contact number can also receive the immune response questionnaire and take the response by SMS.

Our solution can also help the residents in Ontario to have the real time update about the vaccination and immunization processes in Ontario. As mentioned above, the system consists with the mobile application, web application, SMS, and QR paper card. As long as the patient has the Internet, they can get the update from the government and can also ask questions and express their concerns. This would significantly relieve the misinformation we may encounter. The QR code will be given to each vaccine receiver. So, even if the patient forgets his/her credentials logging the system, they can use the QR code to join back.

With research and proposed solutions, we can protect the patients’ privacy and meanwhile know some information about the patients to improve the equality of the vaccine distribution. With the applications on mobile devices or on the web, patents can register and indicate their living areas. The information will be protected and used only to improve the vaccine distributions and keep the fairness between communities.

We have already developed the vaccine distribution tracking system that uses the Internet of Things devices (e.g., thermometer, GPS) to reduce the waste of valuable vaccines. The system is already online. We are now collaborating with MIT Pathcheck to deploy the patients services solution to help the residents in Ontario. The solution has been tested in 5 states in the US. To protect the user’s privacy, we have conducted the research of using blockchain technology to protect the patient's identification. A smart contract has also been developed and being tested.

As a Provincial Building Trades Council, we are able to support efforts towards helping educate our members in collaboration with our industry partners, about vaccinations and the importance of helping to contain the Coronavirus at construction workplaces. This may include countering misinformation. For example, due to the risk of construction work (in specific situations, in health and long-term care facilities that need construction and maintenance work to be performed in order to continue their operations), employers may require mandatory vaccinations of construction workers, as a legitimate, bona fide occupational requirement under the 'general duty' clause in Section 25 of the Occupational Health and Safety Act. Our Council can play a constructive role towards educating the construction workforce about the importance of being vaccinated to help end the COVID-19 pandemic in Ontario. Once the government, with the advice of public health authorities, determines the protocols for vaccination delivery, Building Trades Training Centres may be made available to construction workers and their families to get vaccinated. In addition, the Building Trades and our employer partners, along with public health authorities and the government, may establish mobile vaccination clinics to help deliver the vaccines in rural areas of the province. Please note that offering up Building Trades Training Centres and/or mobile vaccination units would only be made available once any and all potential liability issues and core costs for the delivery of the vaccines are clarified.
